Section 8

CHA Staff works with local landlords through a (HAP) Housing Assistance Payment contract to provide supplemental rent for units rented from private landlords in Chester County. Rent is subsidized based on the program participant’s income. Participants must qualify from the CHA waiting list by Date and Time; Income; Background Check; and Local Preferences.

The housing choice voucher program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.

Section 8/HCV was created by the 1970 Experimental Housing Allowance Program and the 1974 Housing and Community Development Act created project-based Section 8 rental assistance program. In 1983 the Section 8 voucher program we utilize today was developed in the Housing and Urban-Rural Recovery Act.
